So,  if the bids are in the same ballpark the higher seed gets the game, if the lower seed blows the higher seed out of the water with their bid they get the game.

As previously mentioned, just seed the teams and higher seed gets home field.

Perhaps your AD can shed some light into why UND has to travel and Montana does not since he was in the room.

I realize you can't use a pairwise system in FCS because there isn't enough cross conference play, but they should find some system that has a ring of truth to it.

This is really weak by the FCS Selection committee.  

The process needs an overhaul, at minimum the top 16 need to be seeded with 9-16 getting to host the first round.

I agree. Seed up to 16 teams.
