That says the State Legislature has final say on Electors (i.e. who casts the state's votes in the Electoral College). The Legislature can say by popular vote results. They can say by their own decision and vote. They could say the Governor picks. They could say the head football coach of the largest HS in the state picks electors. It's the Legislature's call ultimately. (We're just used to the Legislature using popular vote as the mechanism.) The beauty? Those legislators face re-election after their actions.
