You should read Herder’s article. He thinks all G5 and most FCS will say yes. Gives good reasoning. He explains the situation well.

I have MSU, SDSU, and NDSU left as options. (Burned USD last week.)

Do I:
Pick MSU this week and then have to take winner of xDSUs semi game in champ game 
or
Pick xDSU game this week and (hope and assume) have MSU in champ game

Someone help me with the 'strategery'.

I'm leaning picking the Cats this week.

You are correct, I had read an older article that seemed to say the point of the house settlement was revenue sharing and the limit was $20 million.  I did not know that was optional.  That definately changes things.

"Revenue-sharing is optional. There is no minimum, and the maximum revenue-sharing in the first year (summer 2025) is $20.5 million."

How do you get paid out and who are the other people in the pool (and what teams do they have).  I say you play to win the game, so who do you think actually wins the title.  You can't pick that team this week.  If just getting to next week gets you money, then you maybe take the surest thing, which I would say is MSU.  Then you'd just have to hope that the Jacks threepeat, which is what I think will happen.  If you think this is MSU's year, then go SDSU this week and MSU in the final.
