And on that 3rd down play there was a blatant hold right in front of the white hat and no call. These refs are seriously one side and it's not even close.

Yea I’m not sure what the rule says for this situation. Seems like a Big Sky ref kinda call. It was targeting though, but they never threw the flag. Not sure they can go back like that without throwing the flag.

I understand if dangerous play DQ the player, but hard to say the penalty is tacked on too, or overturn the play if not called on the field. I thought I seen in past a review of targeting that wasn't called on field with no penalty but a DQ a couple years back.

 How can they  take it upon themselves to determine the guy would not have fumbled if it was not helmet to helmet.

I'm almost positive you can't flag for targeting after the fact. You might be able to DQ on review but don't think you can flag.
