Whether they have central leadership or not, they clearly have intentions to wreak havoc and by staying unorganized are even more dangerous as that makes them less predictable.

Plus he obviously is looking past the revised 22000 death prediction and the "not overwhelming the hospitals" drumbeat in any of his dumbass decisions making. Another lockdown, no kids in school but he has no issue with the 95% increase in murders to date in 2020 or the continued thuggery in the streets on a daily basis.
