I saw another photo somewhere recently that had another skyway connected to the bridge to nowhere from some new apartments at the corner of Uni and Columbia. Back to page 5: If they built out that "Item 6" (at U and Columbia) and tied it (using the stand alone tower that exists) to "Item 2" (Mem Vill) it's probably what you saw artwork of.
