While it may or may not be true, I also don't think that is what he's referring to if you read the whole quote.

No, I didn't take it as reference specifically to Ike, only that Schmidt seems to acknowledge that his pieces are in place and need to work harder.

Rudolph is his last name. Paul Rudolph
