How does Dakota Magic down by the border work?
Obviously not near a larger population base, but similar off-reservation casino scenario.

I believe that it's on some reservation land to start with.

Malls in general are a dying breed, so this isn't unique to Grand Forks. I would say busy malls doing well are more rare than they are common in 2025. With that said, it either needs major change fast, or needs to be converted to something else fast. Most of the failing malls around the country have closed down or converted, so the Columbia Mall situation has been unique in that sense. No more dragging on a giant empty building.

Giant food hall and beer hall with open seating areas seems to be an easy option for the main areas and smaller empty stores. TILT in Bismarck has done well in one of the old pillar large stores.

I guess the 800 employees from Belcourt might need some housing. Maybe convert it into apartments for the staff?

You might be right. Didn't know the reservation land cut up into ND in the corner.

The city can annex sovereign land?

How is it sovereign land?
Did the chunk of land on the Vegas strip become sovereign land because the 3 Affiliated Tribes bought it?
Not a land attorney, but I don't think a tribe can just buy land anywhere and it automatically becomes sovereign land, though maybe that's not what you're trying to say?

The original agreement with the state of ND was a casino could be built on reservation land only.  The land purchased by the tribe is not on their reservation.

I thought it was mentioned they intended to make this sovereign land. Heard this spoken about on KNOX at least, not sure if this is only a rumor or not though.

What I heard was that they are asking the city to Annex the land into the city.  This couldnt be considered sovereign land at that point.  They would be paying taxes like any other business in city limits, unless the city gave them some sort of break.  They give other businesses breaks for bringing the economic impact that this could bring to the city.  The biggest hurdle for them will getting approval from the State and Federal to build a casino off the reservation.  I have to think that they have been given some kind of confirmation that they will, otherwise why go through purchasing the land and going to the city.

They won't pay taxes per se, but it was discussed at the meeting they would pay some sort "tax". The land for the casino would be in a trust and the land for the resort would be under the tribe. I think they would pay property tax on the resort side. I believe that's what was stated by Feland
