I would not.  Penalty shot should be awarded if a clear breakaway is stopped by a penalty, not a partial breakaway

Once he went behind the the attacker it was a "clear" breakaway, NCAA defines breakaway as no one between attacker and goaltender. There was none.

Played at a high level and have been a level 3 USA hockey official for 15 years.

general rule has always been space between defender and attacker, not just no defender between the attacker and the net

How was that a partial breakaway. There was nobody between him and the goalie.
