It isn't either or. There is probably some waste, there is in pretty much every organization. But you can also create savings and reduce expenses in a lot of ways without cutting entire programs. As they state in the article, the goal is to minimize the negative effects on students. Cutting programs would be a negative effect on students. The governor ordered the departments to come up with permanent budget cuts rather than 1 time fixes. No he didn't, though he did suggest departments to consider future budgets when making the cuts. The $5 million hole Kelley left the school in was not a "one-time" problem either. It was ongoing due to an assumed exorbitant tuition increase and not making any changes when it was blocked. Hopefully president Kennedy and governor Stenehjem are better advocates for UND than Kelley and Dalrymple were. The universities funding formula will likely see some negative changes next year, and it already wasn't very rewarding to UND compared to other schools. Reason being Faison knew the budget shortfall will be much worse next year and that cut is not nearly enough. Cutting one sport that returns zero revenue from their 2+ million dollar budget would have solved their problems.
