Will be interested to see if it’s enforced. I don’t recall the ncaa specifically calling out the use of agents / 3rd parties before? So in theory there shouldn’t be any commitments until say day 5 of the portal being open. (Granted you can just tamper and then slow play the commitment) Also not sure what they could do as punishment. A postseason ban for a year if you’re caught? Seems like since the ncaa puts on the tournament they can actually enforce that possibly? Quote

The NCAA created this Wild Wild West environment of NIL & transfer portals, which is a perfect breeding ground & precursor for backroom deals, then enact a meaningless rule which is almost impossible to enforce. The NCAA or a disgruntled coach cannot prove that a conversation took place. And Perron, his agent or Naurato --along with Pandolfo & all the other coaches who have zero problems engaging in this behavior--will certainly not admit their naughty ways because they have guilty consciences.
