They can only call a 5 minute penalty on a review like that...it was definitely a penalty but if the refs decide it was only a 2 minute penalty they can't go back and call a non major penalty they they missed live.

I hear ya but that should never be a reason not to call it. It’s the same thing if there is a delayed penalty and another infraction occurs during said delayed penalty they rarely call the second one

Agreed. But as you said, what should happen and what does happen don't always align.
