  1. Sorry, I don't consider CT Marhula an expert. He was looking for some kind of issue to grab some attention in his city council race. He finished 3rd in his ward, so it wasn't really effective. Here is an earlier article that discusses the subject, http://www.grandforksherald.com/content/city-discusses-diverting-sales-tax-money-away-alerus-center. The projection has normally been that enough taxes will have been collected to pay off the construction bond by sometime in the 2019-2023 time period. The tax was set up for capital needs for the facility. That is why they have used some of the money for improvements and why they are trying to save money from the tax for future needs. That sounds like a responsible plan for the city rather than not having a plan to pay for costs that everyone knows will come in the future. Most people wish that the city had set up a similar plan for the library when they built it 45 years ago. Some people have suggested changing the Alerus Center tax over to pay for the library. The current revenue level would pay for the library in just a few years (probably 3 to 3 1/2). But as I mentioned earlier, any change in use for this tax revenue would have to be voted on by the citizens of Grand Forks. The other question is whether the language in the bonds would allow a change before the full debt is paid off. I don't know if that has been reviewed. The Alerus Center bonds will be paid off early. They will bank some funds for future capital needs. Then they will either end the tax or give the community a chance to vote on using the money for another project such as a new library or an underpass at 42nd and Demers or a new exit off of I-29. They won't "appropriate" the money for anything as you suggested earlier. The entire process has been very open from the beginning and has been played out in the press. You may disagree with what was done, but nothing has been hidden.
  2. That was a 30 year tax, it has been collected for less than 20 years so it is very doubtful that enough has been collected to pay for the bonds. They weren't collecting double the amount they projected. Part of that tax is dedicated to building a fund to pay for improvements. That fund paid for the Alerus Center's share of the new turf, the new carpeting and other improvements. The goal is to have enough in that fund to pay for any other future improvements so they don't have to ask for more money in the future. That tax was voted on by the citizens of Grand Forks, there is no way to "appropriate" those taxes for any other purpose. The only way they can use those tax funds for any other purpose is to put it to a vote of the citizens.
  3. I believe that the State Mill has already purchased the old Minnkota facilities for future expansion.
  4. Hard to call 42-0 and 44-2 competitive.
  5. You do realize that UND gets very little of that money, don't you? They get a licensing fee, which is probably in the 1-2% range, maybe a little bit higher in best case scenarios. Manufacturing companies, trucking companies and retail stores get the bulk of that money. I believe that Scheels and the Sioux Shop sold most of the merchandise, neither is owned by UND. Even the bookstore is contracted out. So on $50k in merchandise sales the licensing fee would probably net UND $500-1,000.
  6. I never said that it wouldn't or shouldn't happen. It looks like I said that it could happen if it was good for both sides. It must be good for both sides if they are calling it partnering. It appears like I was pretty close. Maybe you were thinking about someone else that said it wouldn't or shouldn't happen.

  8. A student can't normally get a "medical" or "hardship" redshirt if they have not used a normal redshirt year, and they definitely can't if they did not play at all and haven't redshirted. A medical or hardship redshirt is only for special cases. Every student gets 5 years from the time they start school to use up 4 years of eligibility. Medical or hardship redshirts usually give a 6th year because the student misses most of a 2nd or even 3rd season due to injury. The redshirt does not have to be declared before the season starts, or any time during the season. If they didn't play in a regular season or post-season game they did not use any of that year's eligibility. If they play at all in a single game they are not eligible for a regular redshirt. If they are healthy enough to play before the last game the team plays they would not be eligible for a medical redshirt. Since Tomek didn't play in a real game this year he should automatically still have 4 years of eligibility left.
  9. Huge difference between NEVER and someone who brings it into a majority of their conversations. The perception is that you bring it into a majority of your conversations. Whether it is actually a majority or not, that is the perception and perception becomes reality.
  10. A bunch of people over the last couple of years have brought up the fact that you talk about NDSU a lot more than anyone on this board other than the NDSU apologists. This isn't anything new. I don't know why you seem so surprised.
  11. I believe that the 2 conferences share some staff. But they are 2 completely separate conferences.
  12. "Just because it has been done a certain way doesn't mean that it will always be done that way" or something like that. I think someone has said that before.
  13. The Big 10 isn't begging anyone to join. They are making millions of dollars for all the schools right now and have a very steady, very strong membership. They are willing to add only if it makes sense and meets their specific criteria. If they were going to beg any school to join it would be someone like Notre Dame, and they haven't done much to beg Notre Dame. Most schools would beg to join the Big 10. There are very few schools even in the rest of the Power 5 conferences that are as stable and making as much money as the members of the Big 10. Hockey is one of the few areas where the Big 10 is limited, mainly because there are very few Power 5 conference members that have hockey. So the Big 10 might have to do something different if they want more than 6 schools, 8 is a better number for a hockey conference. The obvious solution would be to have current members add hockey, none of them have publicly committed to do so.

  15. Nodak Nation is the name of the UND student fan group, and has been since the Fighting Sioux name was dropped. That's why they have a Nodak Nation flag.
  16. His dad has coached at several levels, including major juniors and the AHL. On the record he has said it is up to the kid. The kid has said his mom likes the idea of more education. No one can be sure what is being said at home behind closed doors.
  17. Dave Norman put together a group of investors and purchased Whitey's several years ago. He was going to make it into a nice steak house. The restaurant did not last long. Norman has had other business ventures that also did not last real long. Before Norman's he had a restaurant in Detroit Lakes, and before that he owned KCNN and 2 other radio stations in Grand Forks. Norman's was turned back into Whitey's.
  18. As UNDBIZ said, using housing payments to pay for building housing is pretty standard. That financing is totally separate from other financing for the operation of the school. The only question is how realistic their projections are and whether it looks like it will cash flow. At this point it doesn't look like there is much to see in this story as long as their student housing is full.
  19. One of the big reasons for needing a larger library is to display the current materials in a way that meets ADA requirements and is usable by more people. Wheelchairs can't get down some of the aisles, people using crutches or walkers can have trouble. Even parents with strollers probably have trouble in spots. The aisles are just too narrow. The shelves are much too high for people in wheelchairs, or even for kids. They're probably too high for anyone under 6 feet tall. The bathrooms aren't even close to ADA compliant and they are probably too small to make them compliant. The current library is grandfathered in and doesn't have to completely meet ADA requirements as long as they don't make any changes. Any renovations done would have to meet ADA, as would any new construction. So computers and other electronic services need more room, current materials need more room, and they still add new materials. That explains a large part of the increase in size. They are also looking at better meeting space for better programs. They currently have problems hosting kids reading programs because of space. They have tried to add other programming for a variety of groups, but space is often one of the big issues. They originally had 2 meeting rooms upstairs, but they are using one of them for office space to replace space that now houses computers on the main floor. The only meeting room holds 25-30 people. Rural residents in the county are part of the market for the library, but they use the facility at a lower rate than city residents. People living in Larimore aren't normally going to the Grand Forks library as often as someone living on Cherry Street in Grand Forks.
  20. What happens in 3 years when those laptops start to fall apart (probably sooner)? Does everyone get another new laptop?
  21. Except that you are comparing predictions about annual sporting events to the outcome of a single, long term event. Not in any way comparable.
  22. The number of weekends needed to play the tournament with larger numbers of schools in the conference was also a factor. You could do at least 2 rounds of the tournament in 1 weekend, which helped with scheduling the rest of the year. Otherwise you would have to start the conference tournament a week earlier.
  23. Trademark violation since UND doesn't own the rights to that logo. Plus NCAA policy of not allowing use of Native American imagery at their events. Those last 3 words are a major difference between your idea and the Dacotah Legacy Collection.
