If you promote from within, then yes. If it's posted externally, the minimum post period kicks in. Now I don't think there's anything that specifically says you can't talk to applicants before the public posting period is up, but UND HR may recommend against it to keep from discouraging potential applicants.

Preference being given to a current head coach in the job listing, if it's written for a specific person, it would appear Herbst isn't the one. I thought his background looked pretty good.

Revenue generated by the Betty/REA from outside activities is kept by the REA. It could make it's way to UND as part of the year-end allocation, but that's after the REA has taken 52% of ticket revenue, 100% of concessions, and historically around an extra $1 million or so from UND for miscellaneous.

Well the state cut UND's budget by around $30 million at that time, so it's hard to reallocate money you don't have.

Pretty good move by them to force the NHL to show their cards. If they're able to guilt-trip the NHL owners into a bad business decision, good for them.
