If you're referring to the quarantine facility (motel) for homeless people along with a security contract, they're trying to ensure the homeless have a place to stay other than the homeless shelter if they test positive (so they don't cause spread within the shelter). The security is to ensure the homeless people don't have parties and trash the motel and was something the motel required. The security will not be holding anyone there against their will and the individuals quarantined there will be there voluntarily. If a "resident" leaves the motel, they will not be permitted back. There was some misinformation out there about the security existing to lock up homeless people in their rooms, which is not their purpose.

Not sure on age, but hospitalizations have gone from 50 on August 1 to 92 reported today. 7-day average number of deaths reported per day has gone from under 1 on August 1 to over 3 today. I'm not blaming school or sports, but the virus may simply finally be making it's way through ND in a real way. And before someone freaks out about me reporting the stats, no, I'm not advocating for a lockdown.
