I don't disagree with most of what you wrote, but Shirvani was given a 3 year contract when he was hired. The contract wasn't redone to ensure a buyout after the sh*t began hitting the fan.

What has always stood out to me and bothered me is how LSS imports these people and then dumps them on the community with little to no knowledge of how things work here. The fact they bring in big grant/contract $$ and don't even have staff who can speak Somali is quite telling.
Cost overruns ≠ fundraising shortfall. Now, they do need to raise/allocate more money to meet the cost overruns, that is an issue, but they had the money necessary to pay the initial estimate.
