You are stealing from the ND Teachers Union, which obviously wants all 100 of their questions addressed before they will come back. Which is quite literally impossible and they know it.

So the teachers are controlling whether school and sports come back? Or is it "all it takes is one kid to spread it and every teacher, parent and Grandma in the county gets sick"
