Regarding the recently removed CEO- I have also had the opportunity to interact with him...he is a decent man and intelligent...none of this was malicious. So, as a result of ACA, Maryland opts to put up an exchange...Noridian says they can do it...they fail, and it costs them many, many millions. So, ACA plays a role in the loss by creating the environment/opportunity which ultimately costs BCND a boatload of cash. Had they been successful, the ACA (by the same loose logic chain) would've then made them cash. ACA will have winners and losers...the lawmakers are keenly aware of how the statutes impact each interest and are effectively choosing winners and losers...this is not a partisan statement, it is a statement about how our current gov't works... The interesting thing is that the BCND loss is not an "insurance loss" this isn't risk based capital or a result of a failure to manage the underwriting cycle correctly. It is a failure of a business to execute in a profitable manner. As for the whistleblower allegations- BCND is under a microscope, and management should understand that and work to ensure all practices are so far above board that there can never be any doubt. Oversight can be hard, especially when you have to trust those beneath you...and when you are in an industry that most people don't understand fully and certainly don't trust fully, you have to make things crystal clear. ACA- has good and bad in it...it will raise the cost of insurance for most people...there is a big time 80/20 rule in insurance...20 percent of the people drive 80 percent of costs...with community rating on underwriting and guaranteed issue, that means that premiums (benefit neutral) will go up for 80 percent of people and down for 20 percent of people. I said benefit neutral...add benefit requirements in, and costs go up even more for the premiums. The cost savings argument is a bet that more people covered will improve health outcomes and also greatly reduce provider bad debt, which in theory would allow providers to accept lower reimbursement which would then lower premiums...okay, the logic is fairly accurate, but the reality is that provider payments will not go down, especially if demand for services requires more access and more providers... In my opinion, BC's losses are not driven by ACA, but rather driven by a failure to execute and operate an efficient business. 1 Quote Link to comment Share on other sites More sharing options...

Ask anyone that works in health care how the aca is and will affect them moving forward. Ask patients that require numerous health care services how the aca is affecting them. And moving forward the aca will have negative effects on these patients more and more. Many rural health care facilities cannot afford to employ physicians and have been working with nurse practitioners and physicians assistants. Now the aca wants to take rx rights away from these providers and require physicians orders. This is not good for health care in North Dakota and many other rural areas. With that said didn't most of noridian's loss come from their electronic deal/fail in Maryland? Imagine how bad their losses would be if they didn't have the revenue their cms funded audit team brings in. Ofcourse the average joe doesnt know what's in it. Minimum of a 100% since the average was a 120%. And how did your policy change also? Be honest now. I know that is hard for the right to do when it comes to this. Boehner just told us how many people had not paid their premiums for their new health insurance. Though the insurance companies said he was full of it.
