The bill — called the Protect College Sports Act — has been negotiated over months. If it passes through both houses of Congress, it would give the NCAA a limited anti-trust exemption. 

Among its key components:

* Permits just one transfer before a player must sit a season, with certain exceptions
* Codifies the five-year eligibility
* Prohibits former pro athletes if they earned compensation beyond prize money
* Grants legal protection to the College Sports Commission — established as part of the House settlement — to enforce strict standards over NIL deals and revenue share caps (though conferences would have individual authority to set their own caps)
* Bans the "Power 4" from creating a "super league"
* Limits agent fees to 5 percent
* Permits pooling media rights
* Bars coaches from leaving their team before the season ends

The one transfer and the limit of pro athletes rules would both be welcome IMO.
That'd get rid of these ECHL pros that Powers loves to sign...get those guys out of college hockey.  
And also no more 2 or 3 school guys that just transfer to a new school after every season.
I would like to see both of those rules go into effect, if they can be enforced, of course.

Graduation rate will decline, hopefully they brought that up when selling the exemption and alternative since that's supposed to be the point of it all.

We will see fewer (if any) Cooper Simpsons staying loyal to their hometown through high school and more Cole Bumgarners going to juniors too early.

Unlike what many assumed, O’Brien won’t have four years of eligibility. The NCAA docked him two years for his time in the ECHL, leaving him with just two seasons in college hockey.

“That is the price he paid for playing two years in the ECHL,” Powers said. “I think the narrative is this is some sort of act of desperation for us to bring a player in and it’s anything but that. Jack O’Brien is a really good hockey player and a great human being that any program will be lucky to have.”

Everyone knows he has 2 years, but he is still considered a freshman by the school. Everyone is pissed because he obviously wasn't on a ATO for two years. If it's not desperation, why not get a player that is in juniors last year and not a guy in the pros? 

Arizona State loses any of those first 6 games, everyone will be laughing at Powers and the team he built since he's the only one doing the recruiting now.

Yep, you signed a contract which means you shouldn't be able to clear the NCAA Clearinghouse
