Trade assets that'll be FAs in a year or two now and get pieces to build a roster that's more than four guys*. Market, interest, media, Toronto should be the New York Yankees of the NHL; instead they are the Minnesota Twins. *They have $40M tied up in four guys and nearly $50 in five.
