Schulz was the Big 12 chair and has been at odds with Oklahoma President Boren about going to the press on B12 issues. Schulz started his career as associate professor in chemical engineering at UND. That money was promptly transferred to another department that was over budget. The next cycle, my department was cut $56K (as it was pre-ordained to that other department). What happened? Did we even out? Nope. My department was under budget again by $30K and theirs was over. And guess what happened a second time... If you wrote a $10 billion check to the state (or your local school district) tomorrow, they'd be back again next year saying "that was nice...but can you spare another billion?" next year. if I make $250K per year and spent $350K, do I have a budget shortfall?
