I believe your take above is a good one, this is a shot across the bow from the UND administration that they want this issue to go away. Otherwise they would've stayed mum on the subject.

I agree, and in the unlikely event that tribal council approvals are obtained and a 30-year agreement is reached...scenarios like this never go away.
