Is this Where it all Began?

I was doing some reading last night and came across this report from the Minority Opportunities and Interests Committee. Is this the the report that got the ball rolling with the NCAA?

Report on the use of American Indian Mascots

The recommendations are what really caught my eye. I believe that UND followed these recommendations to the letter and still look how it ended up.

Recommendations

The MOIC believes specific recommendations in the following three areas should reduce offensive uses of American Indian mascots, nicknames, logos, and behaviors in intercollegiate athletics:

1. NCAA Member Institutions

a. Require institutions currently using American Indian mascots to complete a self-analysis checklist to determine if the depiction of the mascot, nickname, logo, or behaviors can be viewed as offensive.

Components of the Self-Analysis Checklist will Include:

(1) Adherence to NCAA Constitution Article 2.2.2, 2.4 and 2.6.

(2) Efforts to assess behavior of the mascot, cheerleaders, band members, and fans and the relevance of symbols.

(3) Efforts to educate athletic audiences on the specific tribe or American Indians generally.

(4) Efforts to recruit and retain American Indian coaching and administrative staff as well as university faculty and staff.

(5) Educational programs on Native American history and culture for students.

(6) Efforts to educate staff, fans, and spectators on sportsmanship related to mascots.

(7) Efforts to provide outreach to the American Indian community.

b. Require the self-analysis be conducted through a broad-base review including representatives from the department of athletics, faculty and staff, community, student-athletes, conference office and local American Indian tribes or community members.

c. Require the self-analysis must be submitted as part of the certification process for Division I institutions or the self-assessment process for Division II and Division III institutions (legislative action required).

2. NCAA Conference Offices

a. Require NCAA conferences with institutions using American Indian mascots or nicknames to review policies regarding contests. Policies to be reviewed should include championships, sportsmanship, etc.

b. Require conferences with institutions using American Indian mascots or nicknames to complete a self-analysis checklist for conference championship venues and host institutions. Self-analysis checklist to include:

(1) Adherence to NCAA Constitution Articles 2.2.2, 2.4 and 2.6.

(2) Efforts to assess behavior of the mascot, cheerleaders, band members and fans and the relevance of symbols.

(3) Efforts to educate staff, fans, and spectators on sportsmanship related to mascots.

3. Association

a. Continue to monitor the use of American Indian mascots, nicknames, logos and behaviors, including the periodic monitoring of the self-analysis checklists.

b. Establish criteria for NCAA championships sites and venues that include the review of the visibility of American Indian mascots, logos and symbols.

c. Establish criteria for institutions participating in NCAA championship events to ensure adherence to NCAA Constitution Articles 2.2.2, 2.4 and 2.6.

d. Eliminate references to American Indian mascot names, nicknames, and logos in NCAA publications and announcements.

That was the end of the MOIC's process. We had a little discussion about the start of it all here (note that the quotes are messed up in the very old messages).

The process was basically launched by Saigo at SCSU; when he joined the MOIC at the NCAA, he saw an opportunity to take his anti-Sioux crusade national. Needless to say, he found a receptive audience.

UND's initial reaction was to complete the mandatory self-assessment, which a lot of us thought would be the end of it all at the NCAA level.

Saigo at SCSU is about to retire this year. The SC Times ran a story of his "accomplishments" @SCSU. One of them was getting the ball rolling on the Sioux logo arguement. Pretty sad when that is all he has done at his school. The rest of the list was really weak. When the new President was introduced at a press conference one of the questions posed to him was,"Do you plan on trying to get the Sioux name and mascot banned from UND?"

I attend a lot of SCSU functions and am tired of their agenda against UND. They are the only school that I know of that has students protest with signs out in front of the venue before the game. Most of the students are foreign exchange students. I asked one why they were protesting and his response was, " I don't know... I was asked to hold this sign and stand here by some American students."

I truly feel that SCSU problem is it's envy of our traditon of excellence in athletics and academics. Also of our wonderful buildings which we play our sports. GO SIOUX!

Chock-ful-o-buzzwords, isn't it?

And WE'LL be the judges of what is "offensive", "relevant", "educational", sufficient "effort" and how often "perodic" reviews are needed.

Why is it that Illinois or North Dakota needs to attract/retain American Indian faculty, but Iowa, Southern Cal, Florida State and San Diego State do not? Why do only certain institutions need to educate? By implication, they are saying that the use of (unapproved) macots creates misinformation. How Florida State's Osceola and SDSU's Montezuma are considered accurate but Illiniwek created misinformation is a mystery to me.

Eliminate references to American Indian mascot names, nicknames, and logos in NCAA publications and announcements,

I wonder if they will use Seminoles for FSU and Braves for Pembroke?

Here's a fun article: I guess mocking Indians is okay as long as its done to support a PC-charity.

Did they mention the raft of investigations and litigation surrounding systemic racism and anti-Semitism, as well as all of the money they paid out, during his tenure? I figure his role in this probably makes him an "expert" at deflecting blame to other schools. As a practical matter, SCCC has always been a poor excuse for a school. Rotten facilities, marginal faculty and a student body that takes up the entire "short bus". Trot out UND's name/logo to mask your own deficiencies. It's like Minnesota's version of 'su.

Saigo is going to go down in history as being a misserable failure, contrast to Dr Chupchella the UND president did way more for his respective univeristy.
