Again, UND uses a different funding model and its fiscal house is in order. NDSU has a roughly $8M budget shortfall using a different funding model and is in the process of program and staff cuts and department and college, from seven to five, consolidations (see previous link). NDSU is literally asking the Legislature for things that should be part of a normal, managed budget (slide 16). They are asking for special funds for annual salary and operations expense increases! Did NDSU not plan and manage the fiscal house? (Hint: that ask is likely more than what you're pointing at at UND.)

Yes, UND has a different Athletics funding model. Yes, UND's Athletics and overall financial house is presently in order under that model; by comparison, NDSU's house at this time.

Don't confuse the State's "general fund" with "general funds" (monies allocated from the state to be used at local discretion) in the university budget. And yes, UND uses its general funds monies to fund Athletics. If you reallocated from NDSU's "general funds" right now to Athletics you'd have even more programs and staff to cut than what's on slides 8-10. Is this where we question why NDSU thinks the ND Legacy Fund should be tapped for their research initiatives (slide 15). And shouldn't salary and operations increases be part of a managed annual budget and not special "legislative request" items (slide 16).
