What the NCAA has now is a system of arbitrary and capricious exceptions and exemptions. The lack of consistency makes the NCAA far less than credible. Funny also that the interviewer who knows so much more than the rest of the residents of North Dakota about the Sioux that he didn't ask such an obvious question...
