It's somewhat common in higher education, more so in the last 2 years in ND as they've been trying to get people to retire early in order to avoid larger layoffs. For the rest of state government it would be much smaller or nothing at all. Kelley retired "on his own" before the state budget cuts so no, he didn't receive a buyout.

Seeing that Grand Forks has a lower sales tax than Fargo, Minot, and Williston makes me more accepting of it (I don't live in GF anymore, so I won't be voting anyway). GF is already higher than Bismarck, but there are certainly things GF does well that Bismarck struggles with which seem to make up for it, like snow removal.

Question. If Kennedy encouraged Faison to retire, but then put on a show for the media to make it seem like it was Faison's choice (allowing Faison to save face and go out gracefully), does that make Kennedy a bad leader? Seems like the right thing to do to me.
