I think your logic is lacking. Think of it like a buisness, to pay for Project A, you take from Project B. To complete Project B, you take from Project C. At some point, you run out of money and can't complete projects. For NDSU, at what point do they start spending payroll to pay for over budget projects? The money needs to come from somewhere.

So when you go to pay your bills and are $20 short, do you just tell the bank "don't worry about it, it's just a fraction of a percent"? I don't think banks really care when it comes to collections, if you don't have the money, you will be paying fines and late fees. 1.8 Mil is alot of money to come up with expecially if it is the end of the year and you have to wait for the next round of student loan payments to fund your accounts.

maybe something has changed since I went to school but if the student loans weren't in by about mid term, they ask the student to pay up. Part of an agreement on student loans is that the bank has to pay by a certian date, this shouldn't have anything to do with banks holding money longer than they should but possibly NDSU thinking they would get the money before they were scheuled to.

I think you're missing the point. NDSU has probably more than 1,000 on waviers than UND with a student base roughly 1,000 more. How can it take NDSU that many more waivers than UND to get grad students to teach classes to roughly the same number of students?

Good job you read the part of the article about grad work. If you do the math, they wouldn't have the budget issue is they gave out 500 less waivers. Do they really need over 20% of their students having a free ride? Note: math based on 14,186 students and 3,066 waivers.
