Back when most games ended 6-4 a 'bad bounce' could be recovered from. It's 10% of scoring.
Last night a 'bad bouce' (blown tire) cost UNO a game. It was 20% of scoring in that 3-2 game.
Basically, the uncontrollable's effect on outcomes has doubled (10% -> 20%) in the last few decades, and I'd say to the detriment of the better teams.
