It's all a matter of comparison. I would have expected ND to be lower but it appears to be compared to wages which also tend to be lower. I live in Carrol County, MD and some of the counties in the region are as follows:

County - % Federal - Rank

Arlington - 15.03% - 27

Montgomery - 14.97% - 28

Fairfax - 14.89% - 30

Falls Church - 14.44% - 37

Fairfax City - 14.06 - 45

DC - 13.88% - 52

Howard - 13.50% - 63

Carroll - 10.51% - 311

One thing it does indicate is that there is some wealth in this area.

I don't know what is the shocking data here, wealthier counties pay more in taxes than poor counties. If you even have a grasp of how the tax brackets work that should be pretty obvious. I guess this blogger thinks that someone who makes $100,000 should pay a smaller percentage of their income in taxes than someone who makes $20,000, since that is what he is arguing in his rant against the North Dakota Congressional delegation.
