Nope. Officials don't think or can't find it to call a penalty. He also claims that it wasn't unanimous. Well, semantics aside, even if it is MOSTLY opposed, it is still enough to overturn it. If Karr wants to change the game for the better by forcing the players to stop taking needless penalties and stop clutching and grabbing, then perhaps they should look into improving the officials that call the game. If the players know that every clutch and grab will be called, they won't do it. Quote

Karr is a buffoon and he obviously is out of touch because he obviously hasn't watched a Western-Clutch and Hold Association games lately. If anything this rule would tighten the game up and you would have hooking and holding up and down the ice. Me thinks this rule is going to be dead on arrival. Quote
