They should give the team the opportunity to decline the penalty shot and take a power play instead. Or just give them a power play if they miss the penalty shot.
In the same way they'll blow the whistle for delayed offsides if a player doesn't make a motion to head out of the zone, they should blow the whistle if it's clear the player is making a point NOT to play the puck when he's the only one in position to do so.
I made it 10 seconds, at the point the goal scorer decides it's more important to slide across the ice and be the center of attention instead of celebrating with his teammates.
I don't expect anything else from a writer who likely has no hockey knowledge except watching the pretty boy Gophers.
