Southland presidents gave the go-ahead to pursue a change in the NCAA regulations and UCA president Lu Hardin is all for such a move. "We're just going to see if there is a chance in this narrowly defined area," said Southland commissioner Tom Burnett. "It doesn't open the floodgates. Only those with a conference membership in hand no later than the first year would be eligible."Wouldn't bet on this being approved, but if approval occurs, UND's appeal to a conference would increase furtgher. The eligibility for men's basketball has already been reduced from 13 years to 5 years if there is a conference affiliation. The Kansas representative was trying to buy the Jayhawks a victory over the University of Central Arkansas, the same M.O. as Arkansas signing up Missouri State. Walsh, senior assistant athletic director at UCA, explained to the Kansas people that the Conway school is not yet a full-fledged member of Division I-AA and, therefore, would not count toward the six-victory bowl minimum. Before long, UCA folks will mull and cull other offers. To be I-AA eligible for the cash, UCA must average 58 1-2 football scholarships per year for the next two years. That should be no problem. The Bears are moving from Division II to Division I-AA in style, going from 36 scholarships to 63 without those small steps in between.UCA is going from 36 to 63 scholarships in one year? Rather impressive. No other school has been able to match that from my understanding. Here's where the article is in error: In that case, UCA is a rarity. During the last four years, a dozen or more schools have made the move from Division II to Division I and the Bears are one of the few with a conference tie. Cal-Davis is in its fourth year of transition and South Dakota State and North Dakota State are in year three and all are still independents. During the next couple of years, another 10-12 schools might move up.UC-Davis, Presbyterian, Kennesaw St, SC-Upstate, Florida Gulf Coast, and North Florida all have been able to move directly to a DI conference from DII. A school needs a couple of years to manage the move with all the changes in requirements, after that it's just a punishment. If a conference wants a team what's the need for the wait? No way that passes. The rule wasn't created to make sense, it was created to discourage move ups from going, to protect the basketball money. If it does pass, what do you say to school that have recently moved up with a conference, such as UC Davis? Sorry? Its also laughable that they think they are going to have home and home football games with memphis, missouri, and whatever other school was on there. Yeah, pretty sure the GWFC isn't really an established conference that would count for this. That and I doubt that DI-AA football has the same importance as basketball to the NCAA.
