The guy currently in player development played high school at one of the Grand Forks schools and I think he was Mr Hockey North Dakota, he also coached in the USHL. Michigan State has a lawyer in player development and he runs or works with the NIL program there.

GM would be player development which there is someone currently. Look at all the big teams and that have a former player at that role. UND might need a shake up in their hockey ops and reorganize the positions.
