The non-binding vote calls on the Board of Higher education to end the use of the Sioux nickname. Or does this state have its very own pronunciation protocol, somehow different from the other 49? :-) You have to spell it out first: M-I-N-N-E-S-O-T-A and then say 'sota!...'sota!...
