I believe what he was refering to is that it is the decision of when to go to the pro ranks is probably only about 30% his (or anybody else's for that matter) as the franchise that holds the rights to the player decides when to offer the contract. Many teams - of which the N. J. Devils are one I believe - have the mentality of allowing their drafted players to develope in college on their dime and not sign players to mature in the minors.
