According to this article, yes.

This part of the article was interesting to me:

Group leaders said they wanted to raise awareness about their nearly 35-year-old quest to ban the use of American Indian symbols as mascots in educational institutions.

I can only assume that Four Winds (Indians), Belcourt (Braves), Fort Yates (Warriors), Solen (Sioux), etc. qualify as educational institutions. I've been waiting for years for a compelling argument as to how a name can be considered honorable on a reservation, but "racist" and "demeaning" everyplace else.

When I worked at Four Winds, I saw several students wearing Fighting Sioux clothing. I do not think that any unbiased study will find that the Fighting Sioux name causes problems.
