At a special meeting Wednesday, the Grand Forks County Commission accepted the resignations of Zavala and assistant veterans service officer Cathy Westensee. The commission met in executive session to discuss an ongoing law enforcement investigation. In their separate, but identical letters of resignation to Commission Chairman John Schmisek, dated Jan. 20, Zavala, and Westensee said they were resigning “although I disagree with the proposed reasons stated in your letter.” Ed Nierode, county director of administration, said the office will be staffed on a limited basis until the vacancies are filled.
